BYE-LAWS AND GUIDANCE

PART A - INTRODUCTION
1. This Guide comprises three Parts, including this introduction. Part B sets out the present Bye-Laws of the Club passed by the Club Committee on 20th December 2005 (replacing those passed on 26 March 1999) and come into force on 1 April 2006. The Bye-Laws are intended to support the Objects of the Club and should be read in conjunction with the Club’s Memorandum and Articles of Association. These Bye-Laws may be subject to future modification or revision as circumstances require. To keep abreast of any changes Members of the Club are urged to make a point of periodically reviewing the Club notice board and to visit the Club website where notification of any recent updates will be found. Part C contains information and guidance which should be helpful to Members and Visitors alike.
2. To avoid doubt, should there be any inconsistency between the provisions of the Bye-Laws set out in Part B and any of the Guidelines set out in Part C the contents of the Bye-Laws shall prevail.
3. Whilst membership of the Club by virtue of its Constitution is restricted to male amateur golfers, the Club warmly welcomes families and the Guests of Members and GPLGC Members as well as small and larger groups of Visitors wishing to play the Course and to enjoy the facilities of the Clubhouse.
4. In formulating the Bye-Laws the Committee’s underlying intention is that playing or other restrictions governing Members, GPLGC Members or their respective Guests or Visitors should be minimal and consistent only with good management of the Club.
5. In the interests of all those using the Club it is expected that the Bye-Laws will be observed both by Members, GPLGC Members and their respective Guests and Visitors alike and that they should be applied with courtesy and discretion. If at any time any Member is either in doubt about the application of any of the Bye-Laws to a given circumstance or wishes to make an observation as to the behaviour of others, he should first approach and seek appropriate guidance from the Secretary.
6. The primary purpose of the Bye-Laws is to help Members enjoy their golfing and attendant social activities and in a manner designed to enhance the enjoyment of other Members, GPLGC Members and their respective Guests and Visitors. They are intended to maintain the excellent reputation of the Club in seeking to uphold the best traditions of the game of golf and in engendering the highest standard of behaviour and etiquette.
PART B - BYE-LAWS
1. Definitions and Interpretation
1.1 In these Bye-Laws the following words and expressions shall have the meaning given to them below:
Articles means the Articles of Association of the Club adopted by Special Resolution on 23 July 2005 and shall include any future revisions or modifications to the same
Career Ladies means those entitled to play in golf competitions organised by GPLGC but who by virtue of their business commitments or terms of employment are only able to participate in such competitions on Saturdays
Children of Members means children under the age of 18 years who are the children or grandchildren of Playing Members or GPLGC Playing Members but who are not Juniors
Club means the Northumberland Golf Club Limited
Clubhouse means all the premises from time to time occupied by the Club as its clubhouse buildings
Committee means the Committee of the Club as from time to time constituted in accordance with the Articles
Course means the golf course laid out by the Club at High Gosforth Park comprising the Summer Course and the Winter Holes but does not extend to include the Practice Greens or the Practice Ground unless otherwise stated
Full Members means all members of the Club except Non Playing Members country members and Junior Members
GPLGC means Gosforth Park Ladies Golf Club
GPLGC Playing Members means all playing members of GPLGC
GPLGC Junior Members means junior members of GPLGC
GPLGC Members means all members of GPLGC
GPLGC Non Playing Members means members of GPLGC elected to non playing membership
Guests are such persons as may be authorised under these Bye-Laws to play the Course and to make use of the Practice Ground the Practice Greens and the Clubhouse facilities having been both introduced by and who are accompanied by any Member or any GPLGC Member for the duration of their visit and upon payment of any relevant Green Fee
Juniors means Junior Members and GPLGC Junior Members
Junior Members means junior members of the Club
Members means all members of the Club except where the context otherwise provides
Non Playing Members means members of the Club elected to non playing membership
Playing Members means all Members except for Non Playing Members
Practice Greens means all greens and practice areas outside the confines of the Practice Ground set aside for practising putting chipping and bunker play
Practice Ground means the practice nets and the field designated by the Club as a practice facility for use by Playing Members GPLGC Playing Members and their respective Guests and any Visitors
Secretary means the Secretary of the Club as appointed in accordance with the Articles
Summer Course means the 18 holes of golf so designated by the Club for use during the summer months and forming part of the Course but excluding the Winter Holes
Summer Holes means the four holes of golf comprising holes 12 13 14 and 15 of the Summer Course
Visitors means such persons who are authorised by the Secretary or the Assistant Secretary or Clubhouse Manager to play the Course and to make use of the Practice Ground and the Practice Greens upon payment of the relevant Green Fee and shall be entitled to use the Clubhouse facilities free of charge
Winter Course means the 18 holes of golf so designated by the Club for use during the winter months and forming part of the Course but excluding the Summer Holes
Winter Holes means the 4 holes of golf comprising holes 4 5 6 and 7 of the Winter Course
1.2 Where the context admits references to the singular shall include the plural and vice versa
1.3 These Bye-Laws shall come into force on 1 April 2006.
2. Golf Course
2.1 The etiquette of golf and the Rules of Golf as laid down by the Royal and Ancient Golf Club of St Andrews from time to time shall be observed at all times.
2.2 On Race Days:
2.2.1 the Course must be cleared completely and the playing of golf anywhere on the Course is prohibited during the period commencing 1 hour prior to the published starting time of the first race until half an hour after the published time of the last race
2.2.2 the Practice Ground and the Practice Greens remain open for use by Playing Members and GPLGC Playing Members and their respective Guests
2.2.3 the Clubhouse remains open for use by all Members and all GPLGC Members and their respective Guests and any Visitors subject to the provisions of Bye-Laws 7.1.3 to 7.1.5 (inclusive) relating to the sale and consumption of alcohol.
2.3 When the Summer Course is open those playing the Winter Holes do not have priority if and when rejoining the Summer Course.
2.4 When the Winter Course is open those playing the Summer Holes do not have priority if and when rejoining the Winter Course.
2.5 The Summer Holes may be played when the Winter Course is open and the Winter Holes may be played when the Summer Course is open.
2.6 Subject to Bye-Law 2.7 only hand pulled trolleys and electrically powered hand trolleys in each case with wide wheels are permitted on the Course.
2.7 When supported by a Consultant’s Certificate the Committee may in its absolute discretion grant permission for individual Playing Members and GPLGC Playing Members to use on the Course single seat three or four wheel ride on buggies.
2.8 Subject to Bye-Laws 2.9 and 2.11 the use of mobile phones is to be confined to the car park area only and are not permitted anywhere else because the risk of unacceptable disturbance to others using the Clubhouse the Course the Practice Ground and the Practice Greens is considered too great.
2.9 In the interests of security mobile phones may be carried whilst on the Course or the Practice Ground or the Practice Greens but must remain switched off unless or until required to facilitate the making of a call dealing with any issue of security or any emergency situation which has arisen.
2.10 Those using the Course and practice facilities may seek assistance from Racecourse Security by calling the telephone number notified on the Clubhouse notice boards or Club Website from time to time. All other requests for assistance should be directed to the Secretary and the Clubhouse Manager on call within the Clubhouse at the time.
2.11 Anyone having a bona fide reason to be “on call” and wishing to use a mobile phone may do so provided they have first registered this intention with the Secretary and have obtained his prior approval.
3. Playing times and restrictions
3.1 The Committee has in its discretion the right to reserve the first or any other tee or all tees and/or the Practice Ground and/or the Practice Greens for the exclusive use of any person or group of persons.
3.2 Subject to Bye-Law 3.1 the times at which Playing Members and GPLGC Playing Members and their respective Guests and any Visitors may play the Course are set out in Appendix 1.
3.3 A timesheet will be placed on the notice board in the Members’ Locker Room at 6 pm two days prior to any Club Competition.
3.4 Playing Members may only book one competition time whilst there are any other Playing Members waiting to book. In the event that matches are not fully made up Playing Members may add their names and take up any vacancy but must inform those with whom they are to play as soon as possible in the interests of courtesy and to avoid any misunderstandings.
3.5 Timesheets are also employed for other Club events such as Invitation Day, the Long Hole Competition and for Mixed Foursomes events. Timesheets for these events will be posted considerably longer in advance of the relevant competition because of the associated meal arrangements. The timesheet for Mixed Foursomes events is posted on the notice board in the Mixed Lounge.
3.6 Unless otherwise prescribed under the rules of the relevant Competition the format of play in all Men’s singles Competitions will be in threeballs. Competitors may play in twoballs, but a twoball will have no priority over a threeball. Nonetheless, Playing Members should exercise discretion wherever appropriate in the interests of maintaining speed of play around the Course. Playing Members participating in Club Competitions such as the Britton or De Loriel must be given priority by all others using the Course and invited through.
3.7 In the event of a tie in any 18 hole Medal or Bogey Competition played on the Course, the winner will be decided over the first 9 holes then the first 6 holes and finally the first 3 holes.
3.8 In the event of a tie in any 36 hole Competition the winner will be decided upon the score recorded for the first eighteen holes and then if still tied the score over the first eighteen holes will be determined in accordance with the provisions of Bye-Law 3.7.
3.9 If after applying the provisions of Bye-Laws 3.7 and 3.8 there is still no clear winner of the Competition then the decision of the Secretary in declaring the winner shall be final and binding on the competitors concerned.
3.10 On Competition Days there is no restriction on Playing Members or GPLGC Playing Members using the Practice Ground or the Practice Greens except that priority should be given to competitors. Other persons authorised to play the Course whilst a competition is in progress must adopt the playing format for that Competition.
3.11 Persons commencing play other than from the first tee or otherwise “cutting in” around the Course must give priority to any matches in progress and must first ensure that they are clear to do so meaning that there must be at least one clear hole behind them.
3.12 3.12.1 On Tuesday mornings from dawn until 12 noon during the months of March until October (inclusive) the Course is closed to all persons except GPLGC Playing Members.
3.12.2 On Tuesday mornings from 08.45 am until 11.00 am during November December January and February the first tee is reserved exclusively for GPLGC Playing Members. During such times Playing Members and their Guests and any Visitors may commence play from any other tee but must give way and accord priority to any following GPLGC Playing Members who have commenced play from the first tee.
4. New Members
4.1 4.1.1 This Bye-Law is to be read in conjunction with Clause 5 of the Articles and together set out the principal steps required in proposing a candidate for membership of the Club.
4.1.2 For the purposes of this Bye-Law reference to Members does not include Junior Members who are not entitled to propose or otherwise participate in the election of candidates to membership of the Club
4.2 It is important that candidates for membership are elected to membership of the Club only following careful enquiry.
4 .3 Members have a responsibility whether as Proposer, Seconder or Supporter to adhere to the requirements of the Articles and these Bye-Laws when proposing a candidate for membership of the Club. In particular members need to be satisfied except in the case of applications for Non Playing Membership) that the candidate has golfing ability preferably evidenced by a current handicap. It is of the utmost importance that all candidates including candidates for Non Playing Membership are in every respect likely to be welcomed by and agreeable to other Members.
4.4 Members should not act more than twice in any calendar year whether as a Proposer or as a Seconder.
4.5 Members of the Committee and Officers of the Club cannot propose or second or support Candidates for Membership during their terms of office.
4.6 Applications for membership will be dealt with as follows:
4.6.1 The application for membership of every candidate shall be made in writing in such form and containing such particulars as the Committee may from time to time prescribe.
4.6.2 Every application for membership of the Club shall:
4.6.2.1 have a Proposer and a Seconder who are both Members or shall be proposed by the Chairman of the Committee;
4.6.2.2 (except where being proposed by the Chairman of the Committee) be accompanied by letters of support from the Proposer and the Seconder all of which shall be presented to the Committee for consideration as soon as possible after their receipt;.
4.6.2.3 be supported by five additional Members who shall each have known the candidate for at least one year unless:
4.6.2.3.1 the candidate is being proposed by the Chairman of the Committee; or
4.6.2.3.2 the Committee shall unanimously resolve otherwise; or
4.6.2.3.3 the candidate for membership is the son or grandson of Member or of a deceased Member who in either case have been or were Members for at least five years; or
4.6.2.3.4 the candidate for membership is the son or grandson of a GPLGC Member or of a deceased GPLGC Member who in either case have been or were GPLGC Members for at least five years;
4.6.2.3.5 the candidate for membership is and has been a Junior Member for more than one year;
4.6.2.3.6 the candidate is applying for Junior Membership.
4.6.3 Members who are the father or grandfather of the candidate may act as a Proposer or Seconder.
4.7 In considering applications for membership the Committee may initiate such further enquiries as they may consider necessary including without limitation enquiries of the candidate’s past and present golf clubs.
4.8 Once those present at the relevant meeting of the Committee and acting unanimously are satisfied both that the application is in order and with the results of such enquiries as the Committee has initiated with regard to the candidate the Committee shall authorise the Secretary to post in the Clubhouse the name address and occupation of the candidate for membership of the Club together with the names of his Proposer and his Seconder. Such details shall remain posted in the Clubhouse for a period of not less than one calendar month.
4.9 If the Secretary receives no objection from any Member within 7 days after the expiry of the period of one calendar month then the candidate shall proceed to interview which normally shall be satisfied:
4.9.1 in the case of candidates applying to become Playing Members (other than Junior Members) by the candidate’s participation in a three or four ball match of golf with and arranged by his Proposer and which shall include a member of the Committee; or
4.9.2 in the case of candidates applying to become Junior Members by the candidate’s participation in a three or four ball match of golf with and to be arranged by his Proposer and to include a member of the Committee or a Playing Member delegated by the Committee for this purpose; or
4.9.3 in the case of candidates applying to become Non Playing Members by a meeting between a member of the Committee and the candidate with his Proposer in attendance
4.10 Subject to Bye-Laws 4.10 and 4.11 and subject also to the satisfactory completion of all of the steps and procedures set out above the Secretary shall as soon as practicable enter the candidate onto the relevant membership waiting list and as soon as there is a vacancy the Secretary shall write to the candidate making him an offer for election to the relevant category of membership of the Club.
4.11 Once the Secretary has received from the candidate:
4.11.1 his written acceptance of the offer of election to the relevant category of membership of the Club; and
4.11.2 is satisfied the candidate has agreed to abide by the Articles and these Bye-Laws; and
4.11.3 payment of the amounts then due from the candidate as notified to him by the Secretary or arrangements for their payment satisfactory to the Committee
the candidate shall be immediately elected to the relevant category of membership of the Club.
4.12 If following the receipt of an application for membership of the Club it becomes apparent to the Committee that the candidate is unlikely to be elected to the relevant category of membership of the Club then the Secretary shall notify the candidate and his Proposer of this as soon as practicable.
5. Juniors and Children of Members
5.1 Under an ad hoc arrangement the management of Juniors is delegated by the Club and GPLGC to a joint committee of both clubs consisting of:
5.1.1 two Full Members; and
5.1.2 two GPLGC Full Members; and
5.1.3 not more than two Juniors.
A quorum at every meeting shall consist of three committee members who shall be drawn from the Full Members and the GPLGC Full Members. The Chair of the committee must be elected from the Full Members and the GPLGC Full Members. The Chair shall have a casting vote.
5.2 5.2.1 Juniors not having an official handicap and Children of Members may play the Course only when accompanied by either a Playing Member or a GPLGC Playing Member as the case may be but only on the days and at the times permitted in accordance with Appendix 1.
5.2.2 Juniors having an official handicap may play the Course on their own.
5.2.3 With the prior permission of the Secretary Juniors having an official handicap may introduce and play the Course with a Guest who is under 18 years of age on not more than six occasions in any one calendar year but who must have an official golf handicap and must pay the appropriate daily Green Fee prior to play. On the seventh and any subsequent occasion that any individual Guest introduced by Juniors may play the Course during that calendar year such Guest must pay the full Visitor’s Green Fee.
5.3 5.3.1 The Committee may designate that certain competitions are restricted to Juniors.
5.3.2 Subject to the rules of the relevant competitions Juniors having an official handicap may play in individual competitions organised by the Club or GPLGC (as the case may be).
5.3.3 Juniors are eligible to win the trophy or other prize(s) awarded in such individual competitions provided that they play with a Playing Member or a GPLGC Playing Member (as the case may be) and who in either case hold an official handicap and have paid the relevant competition entry fee.
5.4 5.4.1 Juniors their Guests and Children of Members are permitted to use the appropriate Locker Rooms allocated for use by the Members or GPLGC Members as the case may be.
5.4.2 Juniors their Guests and Children of Members may use any other parts of the Clubhouse but when doing so are subject to first the provisions of Bye-Laws 7.1.3 to 7.1.5 (inclusive) relating to the sale and consumption of alcohol and subject also to the dress rules prescribed in Bye-Law 8
5.4.3 Subject to Bye-Law 5.4.4 whilst on the Course Juniors their Guests and Children of Members shall be subject to the dress rules required of Playing Members or GPLGC Playing Members (as the case may be).
5.4.4 In the case of Juniors their Guests and Children of Members who are 13 or under the Club and GPLGC recognise that a degree of latitude may be appropriate as far as their dress is concerned.
5.5 5.5.1 Children of Members who are 10 and under may use the Course the Practice Ground and the Practice Greens only when accompanied by a Playing Member or a GPLGC Playing Member without charge.
5.5.2 Children of Members between the ages of 11 and 17 may play the Course and use the Practice Ground and the Practice Greens only when accompanied either by a Playing Member or a GPLGC Playing Member upon prior payment of the appropriate Green Fee
5.5.3 Any Children of Members playing the Course or using the Practice Ground or the Practice Greens on more than six occasions in any one calendar year must pay the full Visitors Green Fee on the seventh and any subsequent occasion he or she may play the Course during that calendar year.
6. Guests and Visitors
6.1 6.1.1 Guests must be accompanied by their introducer whether in the Clubhouse or on the Course, the Practice Ground or the Practice Greens.
6.1.2 Guests may use the facilities of the Clubhouse free of charge subject to the provisions of Bye-Laws 7.1.3 to 7.1.5 (inclusive) relating to the sale and consumption of alcohol..
6.1.3 Guests and Visitors may play the Course and make use of the Practice Ground and the Practice Greens only upon prior payment of the relevant Green Fee.
6.1.4 At any one time not more than three Guests may be introduced by a Member or a GPLGC Member.
6.1.5 Times of play for Guests and Visitors are set out in Appendix 1.
6.2 The full name of every Guest or Visitor shall be entered by the introducer or the Clubhouse Manager or the Secretary in the Guest/Visitors Book maintained for this purpose. The relevant Green Fee must be paid either to the Secretary or Clubhouse Manager or placed in an envelope and deposited in the entry fee drawer prior to the commencement of play. Outside of office or bar hours Members or GPLGC Members must enter the relevant details in the Guest Book located in the entrance lobby adjacent to the 18th Green.
6.3 6.3.1 Subject to Bye-Law 6.3.2 any individual Guest playing the Course on more than six occasions in any one calendar year must pay the full Visitors Green Fee on the seventh and any subsequent occasion he or she may play the Course during that calendar year.
6.3.2 6.3.2.1 For the purposes of Bye-Law 6.3 professional golfers and current captains or current secretaries of recognised Golf Clubs will be considered Guests if introduced by and playing with a Playing Member or GPLGC Playing Member and if unaccompanied such persons shall be considered to be Visitors.
6.3.2.2 The Secretary may in his absolute discretion grant (but on not more than three occasions in any one calendar year) the courtesy of playing the Course free of charge to any individual Guest or Visitor who is a professional golfer or a current captain or the secretary of a recognised Golf Club
6.3.2.3 If playing the Course as a Guest then on the fourth, fifth and sixth occasions in any calendar year any person referred to in Bye-Law 6.3.2.2 shall be required to pay the concessionary Green Fee rate applicable to Guests. If playing the Course as a Visitor then upon the fourth and all subsequent occasions in any calendar year such persons shall be required to pay the full Visitors’ Green Fee.
6.3.3 The Secretary or the Committee may in his or their absolute discretion grant the courtesy of playing the Course free of charge to all persons who may be competitors in any charitable golfing events which the Committee have authorised to be held at the Club. For the purposes of Bye-Law 6 all such persons (unless they happen to be Members or GPLGC Members) shall be considered to be Visitors.
6.4 6.4.1 Visiting Parties may play the Course and use the facilities at times previously authorised by the Secretary and which will usually be published in the Club Members Events Diary.
6.4.2 Any group comprising Members, GPLGC Members, Guests or Visitors of more than eight in number and wishing to play formally together or requesting a tee reservation must seek prior authorisation from the Secretary and will be treated as a Visiting Party. The guidelines and rules laid down for Visiting Parties can be obtained from the Secretary who is charged with the responsibility for encouraging appropriate and harmonious use of the Course and Clubhouse by Members, GPLGC Members, Guests and Visitors alike balanced against the interests of Members and GPLGC Members in general.
6.5 Guests and Visitors whilst not members of the Club or of GPLGC are nonetheless subject to the ordinary rules and regulations applicable to Members and GPLGC Members as the case may be and any additional rules regulations or conditions which the Secretary or the Committee may in their absolute discretion determine from time to time.
7. Clubhouse
7.1 7.1.1 Subject to Bye-Law 7.1.3 the Clubhouse is available for Members’ and GPLGC Members’ use and for use by Guests and Visitors alike.
7.1.2 The times of opening of the Clubhouse, locker rooms and bars and times upon which the catering services are available are set out in Appendix 2. The Secretary or the Committee in his or their absolute discretion may at any time extend or curtail the hours of opening or availability set out in Appendix 2.
7.1.3 Unless accompanied by an individual aged 18 or over persons aged 15 and under are not permitted to use any parts of the Clubhouse whilst such areas are being used for the supply and consumption of alcohol.
7.1.4 No person aged 17 and under may consume purchase or have purchased for them alcohol products whilst using the Clubhouse except as permitted under Bye-Law 7.1.5
7.1.5 If accompanied at the table meal by an individual aged 18 or over a person aged 16 or 17 may consume beer wine or cider but only whilst taking the table meal.
7.2 The Secretary in his or the Committee in their absolute discretion may reserve and appropriate any or all of the Clubhouse rooms for use in connection with any Club or GPLGC function or to meet the requirements of any Member(s) or GPLGC Member(s), their Guests or Visitors.
7.3 At the discretion of the Secretary or the Clubhouse Manager or the Catering Manager or any member of the Committee from time to time permission may be given to suspend or vary the rules applicable to any Clubhouse room(s) in order to address problems posed by weather conditions or other exigencies.
7.4 Subject to the above and for the avoidance of doubt the Verandah to the Clubhouse may be used by Members, GPLGC Members Guests and Visitors or any other persons authorised to make use of the Clubhouse facilities.
7.5 7.5.1 Unless the Secretary or the Clubhouse Manager or the Catering Manager shall determine otherwise on Wednesday and Saturday nights the Dining Room is reserved for the use of Members and GPLGC Members and their respective Guests.
7.5.2 Persons using the Dining Room on Wednesday and Saturday nights and when taking Sunday luncheon may use the Members’ Lounge
7.5.3 Members and GPLGC Members may invite Guests to make up parties on Wednesday and Saturday nights and on Sunday lunchtime.
7.5.4 Luncheon facilities are not available on Mondays. On other days any Member or GPLGC Member wishing to bring more than three Guests to luncheon may do so provided they have made prior arrangements with the Secretary.
7.5.5 Groups of more than eight may have to be accommodated on separate tables.
7.6 There is no restriction on the number of times in any calendar year upon which Guests may who make use only of the Clubhouse facilities as opposed to playing the Course or using the Practice Ground or Practice Greens.
7.7 Tipping of employees of the Club by any person is prohibited.
7.8 The Secretary or the Committee may in his or their absolute discretion grant permission to any Member(s) or GPLGC Member(s) for the holding of Private Functions within the Clubhouse. In granting permission for any Private Function the use of the whole or any part or parts of the Clubhouse or Car Park and their environs more flexible by Members or GPLGC Members may be reserved for the duration of the event for the exclusive use of those attending the Private Function.
8. Dress
8.1 It is not considered practical to specify individual articles of dress in view of the ever changing trends in fashion and taste. Nevertheless, the Committee believes that we should demand the highest standards of dress both on and off the Course.
8.2 “Normal dress” for men within the Clubhouse is:
8.2.1 jacket with collared shirt and tie within the Members’ Lounge and the Dining Room and the Card Room;
8.2.2 smart casual dress within the Mixed Lounge and the Sun Room.
8.3 “Normal dress” for ladies within the Clubhouse would be attire of an equivalent standard to that prescribed for men.
8.4 Except within the male and female locker rooms golf shoes and articles of golf overwear, waterproof clothing, caps and hats are not permitted in the Clubhouse.
8.5 Subject to Bye-Law 5.4.4 golf shoes must be worn by those using the Course the Practice Ground and the Practice Greens.

PART C – GUIDANCE AND USEFUL INFORMATION
1. Course and Clubhouse Hours
1.1 The times at which the Course is available for play are set out in Appendix 1 to the Bye-Laws.
1.2 The times at which the Clubhouse is open and the times when Clubhouse services are available are set out in Appendix 2 to the Bye-Laws.
1.3 On Race Days the Course must be cleared completely and the playing of golf must have stopped one hour prior to the time of the first Race. The Course will normally reopen again one half hour after the starting time of the last Race.
Note: The Clubhouse the Practice Ground and the Practice Greens will remain open and available for use throughout any Race Day.
1.4 Please be mindful that on any given day permission may have been given for the hours of play or for the availability of any Clubhouse facilities or services to be curtailed.
1.5 Except in extraordinary circumstances such changes will usually be published in advance in the Club Events Diary within the Clubhouse or posted on the Club website which all members are urged to view regularly.
2. Courtesy of the Course
2.1 Consideration for other players and in the interests of safety:
· Players should be ready to play when it is their turn and should play without delay.
· No player should play until those in front or elsewhere are out of range.
· Particular care and note of players in front should be taken at all times and extreme care should be taken when teeing from the Summer 7th, 10th, 12th and 18th holes and when playing approach shots to the Greens at the Summer 8th and 13th holes.
· Players searching for a ball should signal the players behind them to pass as soon as it becomes apparent the ball will not be found easily. They should not search for five minutes before inviting the following group to play through.
· Having invited those following to play through players should not resume playing until those invited through have passed and are out of range.
· When the playing of a hole has been completed all players should immediately leave the putting green.
2.2 When using the Practice Ground:
· Play should follow a direction parallel with the main road which abuts the western boundary of the Practice Ground.
· Special care should be taken when the Practice Ground is busy and/or when young persons are making use of the Practice Ground.
· Those wishing to practice their driving may use the practice tee box on the Practice Ground provided they first tee up the ball.
· Those wishing to practice bunker play and short range chipping should use the Practice Chipping Green adjacent to the Practice Putting Green.
2.3 When using the Practice Greens:
· Play from within the bunkers should be directed away from the Practice Putting Green.
· The practice bunker should always be carefully raked after use.
3. Priority on the Course
3.1 It is customary to give priority to any match which includes either the NGC Captain or GPLGC Lady Captain.
3.2 Unless the NGC Secretary shall specify otherwise, two ball matches will have precedence over and be entitled to pass any three or four ball match. Similarly, a three ball match will have precedence over any four ball match.
3.3 Except when a Competition is in progress a single player and any match other than a two, three or four ball match have no standing and must give way to a two, three or four ball match.
3.4 Any match playing a whole round is entitled to pass through a match playing a shorter round.
3.5 Any match failing to keep its place on the Course and losing more than one clear hole on the players in front must allow the following match to pass through regardless of the number of players in that match.
3.6 Players cutting in around the Course must give priority to any matches in progress and before teeing up must ensure that there is at least one clear hole behind them.
3.7 Those participating in Club competitions such as the Britton or De Loriel knock out competitions are to be given priority when playing the Course and must be invited to play through when their match catches up with the match in front.
4. Care of the Course
4.1 Bunkers:
· It is NGC policy to leave all rakes inside bunkers, but positioned so that the very end of the handle protrudes from the back of the bunker leaving the rake pointing in the direction of play.
· Before leaving a bunker players must carefully fill up and smooth over all holes and footprints which the player has caused.
4.2 Elsewhere on the Course:
· Players should ensure that any turf cut or displaced by him is carefully and promptly replaced and pressed down.
· It is particularly important that any damage made to any putting green by the ball should be promptly and carefully repaired by players.
· Any damage caused to the putting green by golf shoes or otherwise should be repaired on completion of the hole in question.
5. Competitions
5.1 The Timesheet for NGC Club Competitions will be placed on the Notice Board in the Locker Room at 6 pm on Monday and Thursday for the respective Wednesday and Saturday competition. Timesheets for Invitation Day and other such events are usually posted a considerable time in advance of the Competition Date.
5.2 The Timesheet for Mixed Competitions will be placed on the Notice Board in the Mixed Lounge.
5.3 Out of consideration for others Playing Members may only book one competition time whilst there are others waiting to book a tee time.
5.4 Playing Members may add their names to and take up any vacancy in a match recorded on any Timesheet, but to avoid any misunderstandings those adding their name to a match must inform those with whom they are to play as soon as ever possible.
5.4 Unless prescribed under the rules of the relevant Competition, play in all men’s singles competitions will be as a three ball match.
5.5 Competitors may play as a two ball match but in so doing will have no priority over any three ball match. Nonetheless, all players are urged to exercise their discretion wherever possible in the interests of maintaining speed of play around the Course.
5.6 In the event of a tie in any 18 hole medal or bogey competition played on the Course the winner will be decided over the first nine holes; then the first six holes and finally the first three holes. In any 36 hole competition the tie will be decided upon the score recorded for the first 18 holes.
5.7 If the scores remain tied the winner of the competition will be decided by the NGC Secretary.
5.8 The Winter Holes are always available for general play during the time the Summer Course is in play even when a competition is taking place on the Summer Course.
6. Miscellaneous
6.1 The Club website and locker room notice boards are the principal means by which the Committee will convey information about the Club and Club events to Members.
6.2 As a matter of routine Members are urged to regularly consult the published monthly diary sheet which contains details of Club competitions, special functions, first tee reservation times and times of Matches and Visiting Parties and any revisions to the dates of events already recorded in the annual Club diary.
6.3 It is hoped that Members will find helpful both the summary set out in Appendix 1 stipulating the days and times upon which the Course is available for play and the summary in Appendix 2 stipulating the Clubhouse opening hours and the days and times when Clubhouse services are available . 6.4 The Committee would urge you and any Guests you bring to the Club to make full use of the Clubhouse facilities as well as the Course and practice facilities.
6.5 Suggestions as to the ways in which standards and the range of the services provided may be improved are always welcome. Your feedback and that of Guests and Visitors is very important in improving levels and quality of service.
7. GPLGC
7.1 Since its formation GPLGC has enjoyed a very close association with the Club with whom it shares the use of the Course and the Clubhouse facilities.
7.2 Under GPLGC’s proposed new constitution female relatives of full Members are expected to become eligible for fast track election to membership of GPLGC whether as full playing members, country members, junior playing members or as adult non-playing members.
7.3 Whilst each Club runs its own programme of competitive golf for their respective members there are many joint golfing activities and there is a full programme of social activities and events promoted through the collaborative efforts of both Clubs.
8. Juniors and Children of Members
8.1 Children of Members aged 10 and under may play without charge at the permitted times. Children of Members aged 11 – 17 years may play on up to six occasions in any calendar year upon payment of the appropriate daily Green Fee. On the seventh and subsequent occasions Children of Members aged between 11 and 17 are required to pay the full Visitors’ Green Fee. Children of Members must always be accompanied by a Member or GPLGC Member when playing the Course or using the Clubhouse.
8.2 Children of Members are encouraged to apply for junior membership of either NGC or GPLGC (as the case may be) (Juniors).
8.3 Juniors are eligible to receive Club organised golf lessons and will be given the opportunity to develop their golfing aptitude and skills through membership of the junior sections within the Club and GPLGC respectively.
8.4 Juniors will be encouraged to obtain handicaps and to participate in golf competitions which are not open to Children of Members. Juniors having an official handicap are allowed to play the Course unaccompanied. The Club Bye-Laws also permit them to invite Guests.
8.5 The Club and GPLGC are to form an ad hoc committee to promote and administer golfing and social activities for Juniors associated with both Clubs.
8.6 Additional support from Members and GPLGC Members for those engaged in promoting the development of golf amongst the junior membership in each Club is always welcome. If you are interested in helping please make this known to the NGC Secretary.
